The Committee on Law and Justice is pleased to announce Dr. Rosanna Smart as the 2025 Mark Kleiman Innovation for Public Policy Memorial Lecturer. We invite you to join us for this lecture, either virtually or in-person, on May 15, 2025. Space is limited for in-person attendance at the National Academy of Sciences Building (2101 Constitution Ave NW) in Washington, D.C.

 

Dr. Rosanna Smart is senior economist at the RAND Corporation and co-director of the RAND Drug Policy Research Center. She is also professor of policy analysis at the Pardee RAND Graduate School. Her research is in applied microeconomics, with a focus on issues related to health behaviors, illicit markets, drug policy, and the determinants of gun violence. She investigates complex issues related to substance use behaviors, including the impact of evolving cannabis markets, trends in polysubstance use, and the consequences of supply disruptions in psychiatric medications. Her work on firearm policy focuses on evaluating the differential effects of gun laws across various populations and communities, with the aim of identifying effective interventions to reduce gun violence. Through her research, Dr. Smart collaborates with experts from multiple fields and engages with policymakers to inform evidence-based policy decisions. She holds a Ph.D. in economics from the University of California, Los Angeles.
